The updated list. 

On December 6, 2000, the International Maritime Organization  released its long awaited White List defining the flag states assessed to be properly implementing the revised STCW 95 Convention.  

Panama was featured on the first edition of the White List. 

Subsequently,  23 additional States were admitted, on June 8, 2001.

Only certificates issued by the maritime organizations of the above Flag States shall qualify for endorsement by the Republic of Panama

Please note that certificates from Taiwan and Myanmar may also be endorsed under specific conditions.
