ADVANTAGES OF THE PANAMANIAN REGISTRY

The Republic of Panama, strategically located by geography and by the existence of the Panama Canal, has attained a high degree of prominence among the nations of the world notwithstanding its small physical size and population.

Not least among its accomplishments is the emergence of a sovereign open registry which reflects a large National Merchant Marine considered to be one of the most responsible in the world in reference to the concern of the Administration for the safety of life at sea of its vessels and the people embarked and for the economic well-being of the owners/operators of these vessels.

Considerable tax advantages

Income gained by vessels engaged in international trade is not taxed by the Republic of Panama.

Dual Registry (Bareboat Charter Registration)

The dual registry system allows a charterer, leasing a ship registered in a country without an open registry, to benefit from the advantages of the Panamanian Registry without losing its original registry. It also allows the shipowner to maintain the original registration, which is merely suspended during the dual registration but regains its effectiveness upon termination of the charter (up to two years, renewable). The authorization of the original flagging country as well as the shipowner’s is necessary.

Discounts

A fleet of ships between 5 to 15 vessels will receive a 20% discount on Panama’s ship registration.  Fleets with 16 to 50 vessels will receive a 35% discount.  Fleets with more than 50 vessels receive a 60% discount on their registration.

Prior to registration, the Shipping Department of the Panama Maritime Authority, will evaluate discounts on the basis of the type of vessel, the year of construction and the shipowner’s background with the Panamanian Registry.

Pleasure Vessel Benefits

Pleasure vessels pay an initial fee of US$1,500.00.  For pleasure vessels owned by Panamanian Citizens or a Panamanian Corporation the fee is only US $1,000.00.

Preliminary Mortgage and Title Registration

The Consulate is authorized to register in preliminary form a naval mortgage (including amendment and discharge) and title registration, allowing additional time to the parties to file for permanent registration.

Reservation of Vessel’s Name

The desired name of a vessel must be available before registering a ship. It is possible to request name reservations in advance upon availability and payment of a nominal fee of US$40.00 per month.

Shipowner Eligibility

Any individual or corporate entity, irrespective of nationality or country of incorporation, may register a vessel under Panamanian flag.

Vessel Eligibility

There is no minimum tonnage and almost any category of ships can be registered, from passenger ships to dredges and floating docks. There are no age restrictions; however vessels older than 20 years are subject to a special inspection.

The procedure is straightforward and is usually completed within the same day.

PRELIMINARY REGISTRATION OF VESSEL UNDER THE PANAMANIAN FLAG

The registration process consists of two stages: preliminary and permanent. The Consulate is authorized to proceed with the preliminary registration and issue temporary documentation including a provisional Certificate of Registration (also known as “Patente”) and a provisional Radio License, both valid for six (6) months. The process is usually completed within the same day once the registration fees and first year’s annual taxes are received by the Consulate.

The process is simple and is usually completed within the same day, as long as all the required documents are presented together with the completed application forms.

In reference to the number of copies, be advised that it is up to the interest parties, however, our office has to keep one original of each document in our files.

The Consulate of Panama in New York can accept notarized documents only from New York, New Jersey, Connecticut, Rhode Island, New Hampshire and Massachusetts.
