One of the functions of the Consulate is to establish the authenticity of documents for international use. To be valid in Panama, most documents - public or private - must be legalized or authenticated, unless they bear an apostille (public certification used in countries that are in compliance with the provisions of the 1961 Hague Convention). 

LEGALIZATION: the Consulate will, for example, certify the authenticity of a public document. 

AUTHENTICATION: the Consulate will certify the authenticity of a signature. For example, the signature of the Notary Public on a notarized document. 

Documents to be authenticated must have been previously notarized.

When sent by mail, documents to be legalized must include a self-addressed stamped envelope, as well as a written request indicating the name, address and telephone number of the applicant.
